If you disable auto download the connections would drop from 32 down to 4 players...

give those guys a link in the servermessage and they'll get the map themselves...
the server is popular enough, so people are gonna get the maps by themselves.

and who is supposed to host those maps?
do you want to steal traffic from other guys? (In that case you can just link to their DL folder )
they need to somehow get the map, and that means traffic

if u got a moralic problem with i.e. linking a university ftp directly, just type as servermessage:
www.google.com -->> search for: ut_dam

(doesnt matter at all, because the first possible link will be used, so why not link it direct?? )

Universities lock your account too if you use up too much traffic (happened to a friend of mine already with a quite frequently visited webpage (no maps, videos or stuff)).
