only on servers that include the banlist of said server, it's not like anyone would be able to start a server and then randomly ban people from all passport enabled servers ;)
Last statement I recall (ofc cba to look it up) FS said they would not provide a banlist on their own
The idea is that you can inherit bans from other servers for your server only. Eg someone thinks we do a good job so he decides that the people banned on our server shall not play on his server either. I don't remember if you could have one shared banlist for various servers or if you have to cross follow all banlists for your own servers; either way work does not have to be done twice (or more often) for your servers.

So a cheater banned from bomb would not be able to to cheat again on tdm or the other servers (and vice versa)

I don't know if registration will scare away a lot of old or new users, but registering for a game pretty much became normal over the past few years, and eventually will become mandatory for UrT as well (almost all servers will use passport, we will see if they included a filter in the built-in browser to check for passport disabled servers)

But I do fear that the new version (at least passport enabled) will be ioQ3 incompatible and thus render our little hacks useless. I don't really care for the server size, but we really have to tune down our rcon calls all across the place (real online api will be needed) or risk b3 taking hours to act again.

As I said approx. everywhere I could, I think this is one of UrT's best pros. No need to register, simply download, then play. I think this participated to make the game more popular, as you can simply try it out once installed, no headache beforehand.

Checking FS forums, people seem to see servers disabling authentication as abominations because potentially full of cheaters and asshats. I'm really curious about how it will actually be.

That's the public repository of their latest client/server source - seems like your rcon changes can just be patched in there.

The actual auth code is running inside the game VM, in case someone's wondering

That's good news, I only remember the early discussions where FS claimed the needed the license especially for passport

Reducing unnecessary rcon noise should still be a goal for dswp 2.0, even if we can keep the server accepting shitloads of requests per second it's just nicer to cache such stuff in one centralized place.

As far as I understand, their official position is that HD will be the true final version of UrT. Everything that comes before that is beta. (They sorta-kinda dropped the beta pretense when 4.0 came out, but having the spiritual successor to UT:ET in the works, have apparently returned to it.)
