I vote no autoshoot.
Reasons:

1. Varying time between crosshair "contact" and begin
   of shooting.
2. Also shooting at team mates.

But admittedly, if you watch it not in slow-motion, it
looks as if it could be auto-shoot.

or whereever that folder is on a Windows box.

EDIT:

After that, you can start UrT. If UrT was already running
while you copied the map, you need to load one
other known map first (ut4_casa or similar), before
it will re-read this folder and see the new map.

hello, hard to say. We get him next time eventualy.

BTW, in case like this, its good to preserve screenshot from in-game stats page.
how high is hit ratio (for me, everything over 35% is suspicious, of course depends weapon/targets)
what bodyparts he hit, etc.

btw googling his ip + ban, cheat, gives many result with bans for haxing from few fps games like cod and some steam games (in polish languge),
Some for lack of screenshot, maybe thats why he like only autoshot, or some smart low fov bot. Coz many screenshot based anticheats those days (UAC etc)
Maybe its some kinda notorious cheater who know his job, especially some multihax like mombot works with many games. Just matter of adaptation.
But to be honest im totally laic with ips stuff.
