I didn't say it shouldn't. I just said that it should be possible to install virtually any distro onto USB drive.

This is true(Pretty much any distro has a LiveCD/DVD version.) but not persistent

And yes, must be the primary partition.

That was not the point. What I meant was: in Linux: USB drive==a type of hard disk.
