I believe that that's the paranoia of "good" players. As soon as they meet their match they refuse to blame them self.
A little bit philosophy:
I have to admit I myself wrongfully "spotted" 3 wall hackers in the past weeks, but mby the solution would be a longer demo and then talk about it in the forum before banning... for me there is no other way since I am no admin
but that might just be the solution to stay away from the !ban command except if the guy is running around with 4:1 k/d ratio and therefore influencing the game-play massively.
From my experience the accusation of a suspected wallhacker comes from being killed by the same guy repeatedly in a suspicious way, as it turns out that is luck (most of the time) and then to keep the game fluent the ban is not necessary except if (like I said) the stats prove a massive influence on the entire gameplay.
And (not to point at some players specific) a lot of accusations come from players that think that they are being handled unjust and think that they can be a better admin or are a better admin. Therefore they with to unveil as many cheaters as possible that the admins did not see without them. To put it in one sentence: Most accusations from "good" players come from a scratched ego. Nothing to blame, natural reaction. That's just the reason to demo it longer and put up the demo to talk about it later when minds have cooled off. Happens to me often and I try to look at the demo 1h or so later and most of the time see for myself before I post the demo that I was blinded by my ego when playing.

So:
WH, probably yes. BUT allot of those moves could have been done without a wh. Why I think hes got a wh: His stats + not complaining in the forum and playing for the first time, believe it or not I'd take into contemplation the regularity with which someone is playing on a server since after this ban, even if it is unjust a player has not been lost, just not a new one. Is that a good reason to ban him? I don't really think so but what's done is done and therefore I think it can be a good reason to justify a ban afterwards. I probably wouldn't have banned him for the simple reason that he is not more suspicious to me than blueday and he does not seem to be cheating either....
just a hard core camper on some maps.Oh one more thing: Compared to TS, BOMB or CTF (or any server with less than 25 sluts) it is extremely hard to spot a wallhacker who is trying to hide it on a server with 45 sluts.
