If you were on X window system you could (usually trivially, depending on the window manager) route a screensaver or a video player to the root window, but I'm not sure it that's possible on Windows. But AFAIK you can use a gif as an animated wallpaper on windows (at least you could on XP*).

Maybe you can try putting a screensaver or a video player or something between your desktop and the icons, or if you don't use desktop icons then simply below other windows.

*That's something I know from experience.
