I only know that it was (and I believe it still is) common in the US to get a static, or even multiple static IPs when you buy a broadband connection. In Europe however dynamic IPs are a lot more common. The real problem came up with 4.X (ioUrT) because the key isn't required anymore. Well, let's wait and hope for the passport system (although that will scare the majority of interested people away).
