he can not see this. only mod or admin can all other get you have no rights n00b, at least it was this way when i was no mod.

IIRC, everyone can see this now, supposedly changed. It was the purpose of that page so people can see why were they banned. There was some issue when some of the regular players couldn't see that so it's probably changed.

P.S.: I can tell I can't see it if I'm not logged in at all (just tested in my secondary web browser). But don't know if you're logged in as a non-mod/non-admin.

Edit: maybe it was after your case even. Wurst was saying something that someone should check it out after permission change...
