well, you can do whatever you want ofcourse, Im just saying
me, myself, I always come back to check for previous bans on players I ban. Maybe not same day, but have always done so
Because I luuuuuuuuuuuuuv permbanning llama cheaters, that's the simple reason

in fact, I wish we could permban cheaters on first offence, but sadly, that is no wursti policy

I also have different demands to wursti policy, which
makes us near soulmates. |-) Just that I would abolish
permbans and replace them with a progressive banning
system, like:

1. cheat: 1 month
2. cheat: 2 months
3. cheat: 3 months
...

Or maybe double the penalty each time, I don't know ...

I just don't see why a tempban is warranted at all.

When someone is banned, they will simply search for another server in the server list and play there with their lame cheats.
A month later, they still have their cheats, and when they search for game in server browser, choose a server with low ping, and if dswp is in the list, might coose it.
The we ban again, if we are there to spot the cheat at all, which is not always. So maybe player gets away with it for a game or 2.
Once we notice cheat, we ban again for a month, and the cycle repeats itself.

All this still results in a bad game for the players not using cheats.
permbanning gets rid of this problem, and there are plenty of players not using cheats to fill ther server anyway, I don't see the problem.
