Can someone tell me the how many players determine whether the small of big cycle is used, i.e:

small cycle = 1-15 players
big cycle = 16+ players

also do spectators count towards the total i.e. is the code based on server numbers rather than active player numbers?

The threshold is 25 players, hysteresis is 7 (maybe a bit high ?).
And yes, spectators are counted too.
